The problem is, Floyd is his own boss. What that means is nobody can persuade him to ever fight Pacquiao. Being his own boss means Floyd can boss people around into making sure they don't suggest he fight Pacquiao.
The only way Floyd gets in the ring with Manny is if Floyd's boss demands he fight Pacquiao but because Floyd is his own boss, the boss will insist that he avoid that fight.
