If this really is Pacquiao talking which based on how good it sounds in english, I doubt it, then he's baiting Jr.

I think he's run out of every idea to get Jr. to fight him and now he's hoping if he pretends he's going to go down south, maybe it'll convince Jr. to jump on Pac while he still fights at 147lbs and Jr. can feel he's the bigger man.

You see this is psychology against Jr. Pac thinks Jr. is scared of him at his current weight. If Pac says he is moving down to 140lbs or even 135lbs, it's to convince Fraud that Pac really is that small of a fighter and it should be no problem fighting Pac at 147lbs then.
