So far there is only 1 fight that says they can't make a deal and thats Mayweather Vs Pacquiao.

I don't think Al Haymon has anything to do with it, I'm sure Delahoya will reach out to Al, like here is a fight,work as the middle man and boom.

Danny Garcia and Adrien Broner seem pretty confident they are able to get fights with Top Rank fighters, so it must just be a Mayweather/Haymon issue Vs Top Rank.
