At this point, he's barely even considered a boxer anymore! HBO hasn't had him cover their fights lately, so he's not even a commentator. Matter of fact, who the hell is Andre Ward? He's fading from memory.

He doesn't get stripped of the lineal championship ever? So if he does virtually nothing for another 2 years he's still lineal champion? Awesome.

The lineal champion designates the man who beat the man. You can only lose that designation by losing in the ring, moving to another weight class, or retiring. Inactivity does not change the fact that Ward re-established the lineage at 168.

The rules only apply to whoever the alphabets decide they apply to. The WBA and WBC are by far the worst when it comes to this.
