Why hasn't Andre Ward been stripped or made WBA SMW 'Champion in Recess'?

Article 22 of the WBA rulebook reads:

When a World Champion is unable to defend his title within the prescribed time periods for debilitating medical reasons, legal reasons beyond his control, or any other justifiable reason the inactive champion may be named a Champion in Recess
    9.11 reads:

When a Champion is inactive for more than nine months, at the sole discretion of the Championship Committee, may declare the title VACANT.
And last, if the former doesn't apply, as 'Super Champion' (since 2011) he is expected to:

make a mandatory defense of their [his] title in a period no longer than 18 months after being made Super Champion
Correct me if i'm wrong, but Rodriguez was not a mandatory defence and nor was Dawson.

Guillermo Jones went over 2 years in between defenses of the WBA cruiserweight belt. And he wasn't even a Super champion.

because the WBA is a corrupt shady organization the worst sanctioning body in combat sports history.

we should stop recognizing the WBA now.

WBA don't care. Recent cases... Guillermo Jones and Shumenov.

It can go the opposite way too. IBF over strips like when Taylor beat Hopkins or Forrest fought Mosely. Same with WBO when they stripped Sergio Martinez because GB paid to get Danny Jacobs a title (so they thought).

He doesn't get stripped of anything. You cannot strip someone of a lineal championship. The WBA will not strip him of a Super Championship. I wouldn't be surprised if someone took him out of the P4P rankings but only The Ring and TBRB matter so we'll see what they do.

to be fair, the IBF simply follows their rules. They dont ignore them because this guy or that guy makes more money for them........

He doesn't get stripped of the lineal championship ever? So if he does virtually nothing for another 2 years he's still lineal champion? Awesome.
