Pacquiao has lost a lot of luster, but he is still famous. Arum may get more than 500K ppc numbers, but that will be misleading as the china ppv cost is $5. 12 ppc buys in China is equivalent to 1 ppc in the US (price-wise). Besides, the Chinese do not care much about boxing and Pacquiao.
