              Yes he has. Bradley weighed just under 146 and that makes him a welterweight otherwise using your twisted logic, Pac is not a welterweight either so he should not be condemned for fighting at junior welterweight since he has fought below 147. Sorry to torch you with your own gun.

                Hey Einstein, Bradley had ALL of ONE previous fight @ 147 before facing Pacquiao the first time.

                If Pacquiao ISN'T going to fight welterweights then WHY campaign in the welterweight division?

                    Hey dumba$$, Bradley is a welterweight. He came in at 145.5 and fought for the welterweight title. The next division down is 140 and that is junior welterweight. Bradley did not fight at 140 against Pac. He fought higher which is the welterweight division. Divisions are based on the weight at fighter fights at, not the weight he was born, not the weight he fought 10 years ago or 3 years ago, the weight he currently fights at. Just like Mayweather is a world renowned welterweight who fights in the welterweight division and so is Pac who is a welterweight who fights in the welterweight division despite the fact that he weighs in under 147 and Floyd weighs in under 147 and Bradley who weighs in under 147, they are all welterweights. Pac fights at welterweight, he was once a baby that weighed a few pounds and even fought at a flyweight, he is not a flyweight, he is not a lightweight he is a welterweight and if he can get down to 140 he will be a junior welterweight. If any of them make 140, they can be called junior welterweights which is different from welterweight. Get a damn clue if you have to beg, borrow, or steal one.
