I think he would rather not risk losing that by fighting him and losing in the ring and actually having to show Mayweather some respect face to face as a man when the fight is over. In the end what Pacquiao has to lose is his media darling status and some of the adoration of the Phillipine population if he were to lose a fight with Mayweather. At the end of 2009 however it was a different case. Bob Arum knew that he could get a lot more money out of Pacquiao if he fought and beat lots of lesser opponents than if he went for the grand crescendo of the sport in a Mayweather fight and risk him losing. Mayweather is the last master in the video game. If you lose to him you start over at the beginning again when you come back. Bob Arum made a smart business choice for keeping his fighter out of the ring with Mayweather because even though the fight is less interesting it would be bigger now than it would have been then. The last almost five years of boxing have been all about the fight that never happened and during that time Manny Pacquiao has become a bigger name than he was then and the myth of the fight itself has grown.

pacquiao never beat jmm in my eyes.
floyd has fought the better versions of their common opponents with the exception of marquez(which i had pacquiao losing all four fights)
