Random testing isn't random if there is a cut off date. Pacquiao is the one who wanted there to be a cutoff date. Which he wanted a 30 day cut off date. Mayweather offered a 14 day cut off and Pacquiao balked and walked. But only being willing to do random testing if there is a predetermined cutoff date in affect is turning down random testing...
