The nfl is now more lenient on players who take recreational drugs like marijuana and amphetamines if they test positive during the offseason. That's why all of those players were reinstated. There were many other players suspended that were not reinstated.

Before marijuana was considered a ped and resulted in an automatic four game ban. Now it is handled differently. The players are enrolled into a substance abuse program if they test positive.

It's very important to understand if a player gets popped for amphetamines during the season, he will get a four game ban just like in the past.
