Lacy doesn't have half of the skill Tarver has. Tarver is a very good counter puncher with good power in that left hand. He has a good jab when he decides to use it & is a rangy fighter with solid defense. In order for JC to get inside on Tarver he'd have to take some solid punches on the way in.
