Cotto has 26 fights, he is progressing better than any other 25 year old fighter that has this amount of fights. Cotto is still in the learning process. Just because he is one of the best 140 does not mean he is ready for the best 140s. Vargas was an excellent fighter, but he was managed incorrectly when they put him in with Tito, he was then never the same. Cotto is being preserved smartly and he is being exposed to many diverse styles. This is what managing is all about.
