The bar is not raised high for Pacquiao. Same with Cotto; when he waited until leaving Top Rank to get the fight and beatdown from Floyd.

Easy. With Maidana he can dictate every single thing. Like gloves, money he's going to pay, weight, rematch clauses, etc. With Pacquiao he can't do that.

Oh and there is also the little thing about Pacquiao being much better and harder to beat than Maidana, and the risk of losing that precious 0.

This excuse no longer makes sense.
Pacquiao has been losing, not gaining numbers on PPV.
It's obvious Pacquiao, is on the down side of his career, and closer to retirement than to his prime.
Why would Arum not want to make the fight? Cash out on Pacquiao with one big fight against Mayweather? Arum no longer has anything to lose if Pacquiao loses, so why would he hesitate to make the fight?

Now let's look at Manny. First he gets robbed by Bradley. Second he gets no immediate rematch from Bradley. Third he gets KO'd by Marquez, when there was no reason to fight Marquez in the first place. Last, he gets no immediate rematch from Marquez. This is what Floyd is trying to say. If Manny was his own boss like Oscar, Floyd, and Cotto, he might be doing a lot better, and probably not fighting an unknown like Chris Algeri.
