Mayweather will NEVER be able to live it down the rest of his life if he doesn't fight Pac. He will forever be judged by everyone for avoiding Pac.

But I would've thought the passage of time would've shown the opposite. Those terms in 2009 were part of a ****ing incredible deal: The best and biggest fighters in the world agreeing to split the pot evenly while setting terms that would hold both parties accountable in the gym and on the scales. But drug testing was a deal-breaker and they both went their separate ways.
In Mayweather's next fight he sells more PPV's than Manny has ever sold in one fight. And makes it clear that he generates more money. The next time the two discuss, Mayweather offers $40m. Pacquiao and fans call it a "duck." Well look back, because that too was a great deal. Since then, Pacquiao has lost twice, including the KO of the century. It's no wonder that Floyd's new "offer" is "Come sign to TMT" aka beat it, sucker. Arum said that when Cotto turned it down, he and Pacquiao went with Marquez for Pacquiao's next fight, just one week after Cotto's.
Cotto vigorously disputed Arum's claim.
"The only offer Top Rank ever made us was the same money as in 2009," Cotto told ESPN.com. "[Arum] made the same offer he made in 2009, and we found it kind of funny. That was the reason we decided not to face Pacquiao. That, and they also wanted me to go down to 150 pounds and give him the same advantage that they gave Pacquiao in 2009, a catchweight."
Cotto said he was surprised to read that Arum said he offered him $13 million.
"Bob said he offered us $13 million, but he never came to us with that offer," Cotto said. "He always offered us the same guarantee he offered us in 2009, with the same benefits, and that's not fair. He offered the exact same amount of money. Of course it's a business, but all we want is fair business. You can say to Bob to tell me he made that offer to me to my face, and you will see his reaction.
"Miguel Cotto always agrees to fight the best. I've never said no to anybody, but you need to treat me fairly in business."
Even if the money could have been worked out, Cotto said the weight was a major issue.
For the 2009 bout he had agreed to go down to 145 pounds, two less than the welterweight limit, and said it took its toll. If he had taken the rematch at 150, it would mean dropping 4 pounds below the junior middleweight limit, which is where Cotto has fought his four bouts since his loss to Pacquiao.
"If he wants a big name and wants to fight the best, no catchweight," Cotto said of Pacquiao. "Making catchweights is easy for them. They make the other guy have trouble making weight and they take advantage of that. I wasn't going to do that again. I am 154 pounds. I am not going to fight at a catchweight and make myself weak."

However, earlier this week, when Arum thought Mayweather would be on ice behind bars, he said there was a good possibility Pacquiao would fight in May.
Moments after Mayweather was granted the continuance, Arum changed his tune. "We're fighting in June, one of the four guys," Arum told me over the phone. I asked him, now that Mayweather was available, would he at least be part of the conversation when Arum meets with Pacquiao next week? A perturbed Arum's response was, "Absolutely not. Nope." Come again? You won't even talk about it with Pacquiao, I asked very politely. "My mission is to go over to the Philippines and talk about these four guys," Arum said. "If Manny feels he wants to go in May, he will tell me. I want to make sure Manny's cuts are healed. We won't fall under this kind of pressure. June is much more likely for Manny's fight, not May." So May was a real possibility yesterday, but now there's no way?
"What if they fought and Manny started bleeding on the first punch?" a clearly flustered Arum said. "I don't know if Manny is available to fight in May. I have no idea. I haven't talked to him; I haven't seen him. Seems to me, June is more likely based on what his plastic surgeon said..."
"I don't think Manny Pacquiao wants to be on that list of names for Mayweather, or Bob doesn't want him to be on the list," Schaefer said. "I am sick and tired of Arum's bulls---. First Bob said June is when Pacquiao would fight, when Floyd was going to be on May 5. Then, when it looked like Floyd wouldn't be available in May, he said Pacquiao would be available in May. Now, since they know Mayweather is going to fight in May, suddenly Pacquiao is going to fight in June.
"I'm tired of all those people saying it is Mayweather who doesn't want the fight. Arum knows who to call. He can pick up the phone and call me and say, 'Let's get a fight done with Pacquiao.' The rest of it is bulls---. The rest can go drink the Arum and Top Rank Kool-Aid. It is Arum who doesn't want the fight to happen, end of story."
