There' one thing for certain and that is that rios is not afraid to fight anybody. Dude loves to fight. With that being said, I think he's right about a potential provodnikov fight. He chased provo for a fight, provo and his team declined making excuses like rios Can't make weight (if a fighter says he can make the weight, he can. Some do it for the right opportunity which was the case here) now, the tables have turned, provo lost all of his buzz, he needs a rios clash to get his name back to contention. Why should rios give him a shot when he could chase bigger fights like Bradley or any of the GBP fighters. This is the part of the sport i hate the most but I've learned to deal with and embrace. If provo wants a fight, pay out the same as what the bigger names would. Provo needs the fight more than rios does

But I want to address something you said.
"if a fighter says he can make the weight, he can"
Only Rios didn't make weight for two fights in a row. Here's something to refresh your memory.
Mandalay Bay, Las Vegas - The weights are in for Saturday night's HBO pay-per-view. In a battle for the vacant WBA lightweight championship, interim beltholder
Wasn't Provo right to question if someone who has a history of not making weight will make weight? And didn't Rios confirm the su****ion by not taking a fight at 140?Comment

Neither Rios or Provo haven't done much lately so neither can demand too much. If Rios likes to fight so much maybe he should fight Richard Abril againComment
