Basically what it means in principle is that when you owe a debt and collection efforts do not cease, the interest builds and the penalties build. these developments make fighting for your rights prohibitive. This development allows Manny to mount a defense without being intimidated by further collection efforts.
The fact that a supreme court has to grant this request says a lot about the absence of due process. In my estimation it is reprehensible whether Manny paid, or not, for a tax collecting body to have the authority to destroy him financially if he challenges the collection efforts.
