Because Khan values himself too highly. Because Eddie Hearn offered Khan 5 million dollars to fight Brook and Khan said "no, Brook doesn't bring anything to the table" (meaning he's not well known enough and hasn't got a title). Now Brook is the world champ and Khan doesn't have a belt, which is why Brook said Khan can get in line. Brook doesn't need Khan, he have lots of big money fights.

He should fight Khan though IMO... It's an easy fight for Brook.
