I think like a few others that aren't so far up a boxers ass, it's probably a fair guess that a lot of the top level fighters are on PEDS.
Manny Pacquiao - in my mind was the king of juicing at one point.
Floyd Mayweather - his interview when asked about PEDS was SOOO damning it was almost an admission of guilt.
Wlad Klitschko - im convinced he's at it too.
The top guys are able to afford the best advice to get away with it, but the truth always comes out in the end….

Ok so we agree. Being scared of needles or having blood drawn has no bearing on whether you take PEDs or not. After all, they have their blood drawn for other reasons anyway and that's not the only way to ingest PEDs.
When you compete at the highest level that some of these guys do, then it would come as no shock to me if some of them are on some type of drug, the Lamont peterson testerone pellets reaffirm that belief in me.

Out of all the sports, boxing (& MMA for that matter) ..should have the most stringent testing... Basically because they're combat sports, physical, and people can get hurt .
Stating the obvious, ..
Is the current level of testing acceptable? Very doubtful. Nevada's commission should upgrade their testing protocols... OSDT should be mandatory for big purse fights.
None of it would surprise me if most of the top level guys dappled in it in some form or another.
In the larger gyms, there seems to be a culture of way too many fighters around and too much money to be made for the fighters and the PEDdlers. So the lower end guys even get in on it now.

Agreed. NSAC has upgraded their testing protocols though. They now also do random drug testing if the Promoter(s) are willing to pay an extra fee for it.
