It happens sometimes. Bernard Hopkins vs Murat did over a million but Hopkins vs Shumenov did around 700k. Why? No idea. You'd think those numbers would be reversed since Shumenov was a unification bout and fought in the US many times while Murat never did.
Obviously it still sucks for GGG in the short term as far as trying to make a case for other big stars like Cotto to fight him now (but Cotto's team rejected that idea even before the ratings were released). So the best he can do I suppose is just stay active. Not many options out there.
