Not necessarily, theoretically there are a lot of opponents for Golovkin at 160lbs and under:

Kirkland, Cotto, Quilln, Lara, Martinez, Andrade, Soliman, Molina, Murray, Canelo, Sturm, Trout, Mayweather, Charlo, Rubio etc

PPV fights at 168: Froch & Chavez

For all the GGG fans who like to use curtis stevens as a top fighter that GGG beat. Stevens has lost to marcos primera, andre dirrell and jesse brinkley. Stevens is an ok power puncher, but unless he swithces trainer hes not going no where. on top of that, GGG didn't impress me against adama.

Those losses were at SMW, not that I would use him as a top fighter Golovkin beat.
