It's just mind games. Klitschko is tested for every fight.
As far as random testing is concerned, Povetkin/Sauerland demanded it in 2010:
The negotiations between IBF/WBO/IBO heavyweight champion Wladimir Klitschko and official IBF title contender Alexander Povetkin are going to be interesting because the manager of the Russian boxer, Wladimir Hryunov, has already made a statement about both fighters having to go through doping tests before the bout.
But then when Wlad agreed:
Vladimir Hryunov, manager of the mandatory challenger for IBF heavyweight Alexander Povetkin, spoke with Russian reporter Alexander Pavlov about the upcoming fight against WBO/IBF/IBO heavyweight champion Wladimir Klitschko on September 11 in Frankfurt, Germany.
They pulled Povetkin out of the proposed fight!

You think the HW champion of the world is not tested for drugs, muscles bulging everywhere and zero fat?
Don't be ridiculous, of course he is.
Does he/has he used drugs?
Of COURSE he has. You will scarcely find a top level athlete in this sport who hasn't.
I am sure Pulev has at some point done similarly as well.Comment

Yeah. I read it in the german link I posted. Pulev is a Sauerland fighter and fighters from that stable is under a random testing scheme under NADA. They have been so for the last several years by request and demand by broadcaster ARD.Comment
