I agree, there's no clear guy at the division.

Garcia's wins over Lucas and Khan are probably the best two wins right now, but Herrera did beat him and has a win over Ruslan. I'd say Garcia and Herrera are the two best guys at the division with Matthysse at number 3.

Cuenca is someone who has yet to get his opportunity. 140 always has something going on, which is why it's one of my favorite divisions.

I picked Chris to win, because I thought Provo was/is overrated. Gimme another fight to make the decision.
