In the U.S.? No, but the separation between he and Floyd is miniscule when the latter isn't fighting a Mexican megastar with stacked undercards.
Worldwide? It's very possible he is. We might get the answer in the fall when he returns to Macau. Last time he was there, and although the us ppv was terrible, his popularity accounted for a complete sellout of the venetian and an absurd $8 million site fee.
This time around the ppv will be available in China, the site fee will probably dwarf the Rios #, the gate will be huge, and the US ppv might still hit a million. The last 2 pac-jmm fights broke ratings records in mexico.

Lol ppv numbers don't matter doe. Out of all their recent ppv opponents Guerrero was b far the least known. And that still did better than rios and Bradley ppv
