A guy who owes taxes and is in debt in two countries will fight for free/charity, but 40 million is not enough (SIGH)? No NEGOTIATIONS happened, it was an offer that was immediately rejected. Negotiations take place when there is a back and forth, one side wanted to negotiate, one side didnt. Its obvious by hanging up the phone who didnt want to negotiate.
