Nobody said he couldn't say anything. But he may have to deal with backlash because of it. But he can say whatever he wants.
Now, as to the suspension. I say, in light of what's going on with the NBA, it's an understandable stance by the WBC.
He is suspended until he either explains himself or apologizes. People, he does not necessarily have to apologize. The response could be as simple as this:
"I was caught up in the moment. My words were not meant to be offensive to anyone and if it was interpreted like that I sincerely apologize." Done deal, and probably not that far off from what the situation really was.
