The last time Pacquiao fought at 140lbs he nearly killed Hatton. It's no secret that he's been fighting bigger, stronger guys in the past few years. I prefer Pacquiao at 147lbs but a return to 140lbs would answer a lot of questions regarding his power and if it really has declined over the years.
Broner's situation is the exact opposite. He recently moved up to 147lbs and looked mediocre against a mid-tier Malignaggi, then suffered his first loss at the hands of Maidana in embarrassing fashion. Since then, he moved back down to 140lbs and called out Pacquiao of all people.
This fight would be intriguing in a number of ways, if Pacquiao puts a beating on Broner it would bring a lot of demand for a match-up against Mayweather, and we get to see how Pacquiao handles Broner's Mayweather impression and shoulder roll defense.
