Pac might make a little more without TR's help but all of it comes at a cost (especially time). All Pac has to do now is show up to certain pre-scheduled promotional events, train, and fight while getting $20m+ paydays. Without TR, he would have a thousand other things to do and there are lots of risks involved with trying to do it on your own.

Hey moron, Pacquiao agreed to all testing. Pacquiao even agreed to any kind of testing immediately after the fight since day one. Do you what happened? It's suddenly Arum that's the problem.
