Anybody who knows anything about boxing knows that "the count" only starts when the referee picks it up and is completely dependent upon his or her own verbal counts, not some ringside stopwatch.

All referees give a slower 10 count than an actual stopwatch.

I think that he was one count slow but nothing extreme. I would say a 10 second 8 count is pretty typical in boxing these days. Unless of course you're fighting an Englishman in the UK.

I watched the Mundine - Clottey fight and now there was a hometown ref.

In the 6th round where Mundine was down twice the first KD the ref just stopped counting at 8 and basically told Mundine to get up and gestured to him as if it was his job to make sure Mundine rose.

On the 2nd KD he gave him 13 seconds for a mandatory 8 count.

He got Cunningham out of that round. Watch after the second knockdown, he talks to Cunnigham for like 10 seconds until the bell goes.
