It was in ring magazine and a few fights later Cotto called out Mayweather and Mayweather declined publicly on HBO claiming Cotto was not a big enough star.
Floyd wasn't only calling out Cotto in 2003-2004, he was calling out everyone out at the time. Mosley, De La Hoya, Tszyu, Gatti, and Cotto. Floyd was willing to go to 147 for SSM and DLH, DLH declined the fight, he did not want to deal with Arum. Mosley declined several fights with Floyd for various reasons; vacation, toothache, not a big enough star. Tszyu got retired by Hatton. And only the Gatti fight materialized.

tszyu was trying to get the mayweather fight but he gave up after he realized it wasn't happening so he fought the next biggest guy in hatton. or in mayweather terms...fight didn't happen therefore it couldn't happen. confirmation bias a tad? start with your conclusion and then just keep adding pieces until you reach the conclusion you want. works like a charm. 100 percent success rate!
