Based on achievements, he'll be an easy #2 as ward is not active enough, imo. He'd have a decent argument for #1. I think people would side more with floyd as he has been completely dominant, albiet with lesser quality opposition.
He's officially undefeated, but he it could be argued that he's 0-3 in his previous 3 (I don't think that he is as I saw him winning over marquez and provodnikov, close but clealry enough) so he doesn't quite have that dominant streak that floyd has had for a long time. You can argue that his last three opponents were much higher quality than floyds but, in the end, he'd have one dominanting win over pac (assuming he wins on 4/12) plus one questionable win and two close wins over an older marquez and ruslan.
high quality wins but the level of dominance is just not there. as folks say, bradley just finds a way to win. he doesn't necessarily dominate but it's hard to put him down. at least for me, it's hard to put somebody p4p #1 if he just barely wins or wins very controversially.
