Many historians would differ.
#1 beating #2 will get the vacant Ring belt but you can't be the "one" if there more than one and it is disputed. Being the best and one of many do not make you the one, only the best.
That was the way it was thought of until recent times and when people wanted to have lineal champions without unifying.
An example of how it is supposed to work, Mayweather was possibly the best welterweight but didn't become lineal til he beat Baldomir. Baldomir achieved that by beating Judah who beat Spinks. Spinks, the IBF champion won recognition at lineal by beating Mayorga who had the WBC and WBA belts. Hence "undisputed". I could easily come up with many lineal champions in history that earned recognition only by being undisputed.
Even if going with the Chagaev fight he's nowhere near Louis and unlikely he ever will be.
