Warren isn't going to let Chisora in with Pulev when there's a big money domestic scrap planned for the summer.

IMO, Chisora isn't fussed about rematching Fury. He'd rather steal Pulev's mandatory spot and get a crack at Wlad.

Chisora is ranked number 2 by the wbo so hes close to a mandatory spot himself.. Its a risk for both sides to take

I somehow doubt the fight is being seriously pursued. A lot more money for Chisora in the Fury fight and though I don't think Pulev is the world beater some make him out to be I'd probably give him the slight edge v chisora. So really the fight as far as I can see doesn't make sense unless chisora himself is pushing it confident he will win and become wlad's mando (so maybe Warren is humoring him by looking like he is investigating it while really just looking to line up fury)
