No, it is against the law to married an under age girl in Philippines. If its a white guy, its probably one of those mail a bride thing. They falsify their birth and other legal documents. On some states in the US, it is legal to marry a girl at 16 years old. So, they bring them to the states that is legal. Let say, there are 3 sisters, their age is 21, 18, and 15 years old. They make the 21 to 24, creating a fake birth certificate, 18 becomes 21, using her older sisters certificate, and the 15 becomes 18, using the middle sisters certificate.

I watched this a long time ago in Fox News Channel. Due to poverty, some are taking the risk to become a mail a bride. This happens in countries such as Thailand, Philippines, Mexico, El Salvador, and other poor countries. Even South Korea, which has a great economy, they have poverty also, and girls also apply as mail a bride.
