It's probably pot they wouldn't have ordered a rematch if it was PEDs, hell pot is legal in many states now and before its all said and done it may be legal in all states,so they are probably cutting the guy some slack and giving him a chance to win the title again without controversy, they ordered a rematch, because everyone knows pot doesn't make you fight better it may slow down your reaction a bit, but not make you fight better. If it was PEDs no way they award ledbedev the title and would be granting jones a rematch.
