I think manny would always beat cotto, no matter the weight.. Manny either stops him late or wins on points... Cotto a really good fighter but manny is a legit atg fighter

I don't think weight makes a difference. Stylistically, Pacquiao is just a bad matchup for Cotto due to his speed, movement and volume punching.

However, I do believe that under the guidance of Diaz or Roach (though unlikely he would've trained both) would have put up a SMARTER fight. And I still believe Pacquiao catches him flush several times probably winning a UD where Cotto ends swollen up.
