Ever ? Nahh just of the top of my head I think both Gamboa and Rigo especially RIgo in his prime now he has lost a step, but he had faster hands than Gamboa and Khan in his day he was very explosive when he decided to be .
When he decided to turn it up you didn't know wtf happened til after it was done. I had to watch that video like three times to see exactly all that happened if you noticed what started it deff shows he does not like to get hit XDComment

He's some really fast handspeed, Just watch his video (recently) where he thew a 5 punch Combo in 0.3 seconds or watch the Malliganagi interview.
You can make a case of fastest hands ever when he was in his Prime, I think for some reasons he's slowed down a Mile, but still is reasonably fast.Comment

Actually I remember someone who was almost as fast in the ring with Khan that I watched when he was a little fast fker. Even tho Kindelan was almost done by the time they fought; in the fight I saw from athens 2004 olympics, Khan was at his fastest for sure he looked fast as hell maybe a tad faster than the Cuban, but I remember thinking Kindelan was pretty damn fast too although diminished he still had enough left in him, and punches where just frikking blurring all over my crappy tv back then... it was a great fight. Had a nice ending too I believe 2 years later Kindelan came out of 2 year retirement just for Khan he went to Khan's hometown just for him, and Khan beat him 19 to 13. Khan didn't wna turn pro until he beat Kindelan. I guess Kindelan liked Khan and gave him what he wanted he reretired after letting Khan get his peace
