I can agree with that to a certain extent, but if you're thinking of the Povetkin fight, Povetkin was at least as responsible if not more for that mess.

Povetkin did the same thing vs Huck and had the same referee, Luis Pabon, who failed to warn him during either fight about coming in with his head down around his opponent's knees.

There was nowhere to hit him but on the back of the head, which Huck did and then Pabon warned Huck, hahaha.
