Is Chad Dawson a HOF'er?

The hall of fame is not very consistent in my opinion. Sometimes some pretty average fighters get in and sometimes some more deserving fighters are left out. I have seen better fighters than Dawson not get in but I have also seen fighters not as good as Dawson get in the Hall of Fame so you never know for sure until they vote.
