The commission is good at catching cheats when the fight is over. VADA is still needed to cancel the fight in case someone cheats. USADA just throws away samples when they find something fishy.

Pac had a contract legally in place. What Floyd offered was for Pac to go around it and do business with him despite his legal binding contract. It would have never happened because it is illegal and Pac would have been held responsible for breaching the contract. I don't think he is a pac fan. he hates floyd because he is a black american. He rides with manny because it suits his current agenda.

Its like the business men in Philly that supported Joe Frazier before the ALi fight. They didn't really like Joe Frazier, they HATED Ali MUCH MORE than they liked Joe. SO they went with the lesser of two evils.
