Sorry but you are confused. Floyd is the one putting the roadblocks not Arum and not Manny. With keeping with the timeframe of the roadblocks/accusations by Floyd, Floyd knew that Manny would unlikely accept.

Let's make it clearer:
Floyd assumes that Manny will not bite because, at the time, what was presented to Manny is like a slap in the face/humiliating.

Secondly, if Manny does accept, one of two things will occur.
1) Floyd can then say "oh wait, there is one more thing .... roadblock #6" as he has done over and over again. Right?
2) Perhaps Floyd finally accepts because Floyd would get something that he can't refuse (eg I WANT ALL PPV MONEY) and that it was worth losing his precious "0" but only Floyd can answer that! So far, Floyd has only been coming back with point #1 => ROADBLOCKS
or
Floyd finally accepts because Manny has lost enough (relatively, no longer a threat) since 2009/2010 that it will be like fighting Cotto, Mosley, Oscar, .... too late!!!

Again, if you can handle all of Floyd's roadblocks and even try to explain it with your logic then you can EASILY understand why Manny couldn't accept Floyd's requests/accusations at the time.
