Because he's a lot slower than Khan both in hand and foot, doesn't nearly throw the same amount of punches, and when he does it's without snap. He doesn't move around the ring, his concentration is gone - and his dedication as well - which is probably why he bloats up between fights and can't make 135 anymore.

His defense is leaky as hell (Khan's is too), and his counter punching ability is average at best against a guy his own size or bigger.
