Marquez is a top rank fighter. Arum has said so himself. Co-promoted at least.

You can pretty much say he is because of how Zanfer works closely with Top Rank. But I'm still pretty sure he isn't actually signed to Arum or Top Rank.

Arum said JMM is a Top Rank fighter, JMM is in the top rank fighters page, and every recent fight has been promoted by Top Rank. What reason is there to believe he isn't a top rank fighter?

Good luck to Marquez making that happen. Porter has a mandatory to Kell Brook and Maidana has to rematch Broner. Then the winner of that fight has to fight Thurman. And he'd be very lucky for Zanfer to work with Golden Boy. Only instance coming up I can think of where a Zanfer fighter is schedule to fight a Golden Boy fighter is Mijares against Santa Cruz, and that's only because it is a mandatory. So unless Marquez because either the IBF or WBA mandatory, he isn't getting the shot he wants. Though stylistically, neither guy is the challenge that Bradley is. Porter or Maidana swarm Marquez the way they did their last two opponents, Marquez destroys. Swarming a master counterpuncher with big power is a terrible idea, especially if you are as vulnerable to the body as Maidana is.

I think he beats Maidana, and Provo. He is still a great fighter and his counter punching ability has kept him from taking any serious damage in his long career.
At his age he just can't handle guys with movement. Which is why from the moment the fight with Bradley was signed I said Marquez was going to lose. Porter might be another tough fight in which I could see him lose, although I still don't consider him on the level of Bradley.
