Yea it 100% was different. They fought for some fake belt, like the WBO Internaitonal Title, not to become the actual champion. Bradley is the WBO champion, the same way the winner of this would be the WBC champion. Totally different than Pac-Rios. In fact the belt they fought for is so meaningless that Pacquiao won it and then was still ranked #1 by the WBC and sactioning bodies don't rank other sanctioning bodies champs.
