It's plain and simple, since 2010 if you want to fight Pacquiao, you have to sign to Top Rank. I do not condone this promotional behavior, hopefully Floyd doesn't follow suit when Pacquiao's contract is up. He fought Cotto and all Cotto had to do was probably sign a one fight contract with GBP, or just fight as a free agent.

To fight Manny? Do they not understand what a binding contract is? You don't just decide you want to just up and leave your contract. If you do, you get sued. Or are they saying these guys bought out their contracts to fight Manny?

TR/manny made sigining with TR a condition of fighting manny. Each of these fighters worked with their promoter to get out of their contracts to make this possible. Manny can do the same to make a floyd fight possible. Its really that simple.
