"Negro" is used in spanish speaking countries because it means "black". If thats what they use in Russia to refer to blacks, whats the problem? Heaven forbid a word in another language sounds like an english one that offends. Nacho calls everybody negro and negrito and Roger calls all the white guys white boys but nobody can say "black"? It's true that the Russians are xenophobic and even racist.
But I can assure you that the same happens in almost all the countries from the Central and Eastern Europe region (i.e. countries which were under the influence of the former Soviet Union)... I live in one of those countries.

It takes time to get out of the cycle
