Skin color is just one way of describing people - in a conversation, you would surely describe someone as "the pale guy", "the red-haired guy", the "bald guy", "the guy with the big nose", etc. These are just normal descriptors. I wouldn't say "hi baldy" to someone's face though - but when referring to him in a conversation with other people, why not?
