      Manny signed, Floyd hasn't yet. So basically waiting on when Floyd wants to announce that the fight is on.

          From the quotations I've read, all I can ascertain is that Mayweather's punching power is clearly underrated.
          What you've forgotten is that Delahoya fought a light weight Pacquiao moving up from 135lbs to 147lbs to fight him.

          During that time pac wasn't a full blown welterweight yet, therefore, pac's power during that time cannot be compared to his power now that he is has grown fuller and has settled in at 147.

          Pac's power makes fighters either shell up, freeze or run or get ktfo, Now that's power.

          Clottey shelled up, Rios shelled up, Mosely ran for dear life, Algieri ran for dear life.

          And if you become too aggressive and you don't respect pac's power. BOOM! You are Hattoned. Hatton went all in and got ktfo.

          Shows how Pac turns world class boxers from lions to kittens with his power.

              He said "vetted by Floyd's side" which suggests the final contract. But I understand your position.
