Well start at the top of the list and then work down.
Sergio, GGG, Pac, and also Bradley, Garcia, and maidana is a bit lower down the list as well.

When they do pose a little risk he drains them. You can say Canelo posed no risk so why drain him?

Maidan has been pretty impressive since losing to Alexander while Khan has looked pretty avg since his fight with Peterson. Khan has done nothing to merit being in the ring with Floyd.
Problem is, Khan clearly beat Maidana, which will be pointed out repeatedly throughout the promotion.

        Please nnnnnnnnnnnoooooooooooooo

Mayweather will drop totally and unfortunately in my and i'm sure most people's estimations if he were to fight Amir Khan.
Over the years for many wrong reasons there have been terrible undeserving fights made but for the amount they will both make from this, this is most definitely the worst ever!
Let me tell you again the frauds at Golden boy are going to sell this as a British invasion as a Lewis, Hatton ,Bruno, Calzaghe type thing....WRONG! this guy has a very limited minority support, not many people were much interested in him after he was sparked in 58 seconds against Prescott and ran away from any talk of a rematch!
I would not pay a penny to see Khan and if this farce were to happen then this would be on free stream and would worry me regards the electric wasted!

Maybe you didn't understand my quesion. I was asking who would Floyd not enter the ring as a solid betting favorite against. Obviously, Sergio and GGG don't apply, because they're not CURRENTLY fighting at 154 or below. So that leaves Pac, Bradley, Garcia, and Maidana. So you're telling me Floyd doesn't enter the ring a solid betting favorite against those guys correct?

So fight them then. Fight the most dangerous and work down from there.
Also sometimes Floyd is bookies favourite but hes scared of the opponent so don't fight them ie Pac.

Would he be favourite at 154 against Sergio and GGG, or at 160 with these guys?

True the a widely perceived notions everyone thinks, but if its between the two then it should defiantly be maidana and boxing fans should be behind him to get the nod over khan.

              just imo

You're not answering my question, so I'll answer it for you. There's not a single fighter currently fighting at 154 or below that Floyd wouldn't enter the ring as a solid betting favorite again. Which is why your position that "Floyd dosnt fight anyone that poses a threat" is ridiculous. Because since Floyd would enter the ring as a solid favorite against anyone he fights. His critics (more accurately HATERS) will ALWAYS be able to go to the "Floyd doesn't fight threats" because there's no one at 154 or below that wouldn't enter the ring as a sizable underdog against him. Including the men you named.
