Basically, at this point Pacquiao is probably pretty desperate for the fight. He's got more miles on the clock than Floyd, and not much longer at the top level of the sport. On the other hand, Floyd seems content cherry-picking defenseless little guys like Khan and probably has literally no interest fighting a live opponent, whether or not you think he'd legitimately beat Manny or not. I think he would, but he doesn't want to risk it.
