Bradley won't be anxious to fight Provo again, Floyd Mayweather isn't fighting Pacquaio, and Provo taking on Garcia makes all the sense in the world. Garcia doesn't have enough power nor fight to hold off a Provodnikov.

Khan isnt a welterweight, and has plenty of chances. He also doesnt deserve a fight with Marquez yet. Same with Rios.

It's similar to the Tim Bradley situation. Both saw a money fight with Pacquiao in the offing so they didn't want to risk losing it by fighting someone who could beat them (Khan).
I don't know about the Rios situation. Rios is absolutely made to order for JMM.
